Could you try reloading the page without cache: When you are on the page, press Ctrl + Shift + R

Have you tried the shortcut I mentioned above? When it works on other devices (like your phone or my laptop), then it seems like something got stuck while loading.
You could also open the browser console (Ctrl + Shift + J) and then reload the page. Maybe there is a helpful error message.
Another possibility could be an extension that accidentally blocks the CSS. Try disabling any extension that could do something like this.
