MDN DOCS editing - encourage a revision message


There are two “Publish” buttons, one at the top of the document being edited, the other at the bottom of it. They are different in that the bottom one additionally provides a way to add a commit message, which I believe is very useful and should be encouraged (but not mandatory - as it is today).
Because the user sees first the top “Publish” header they may not be aware of the second one at the bottom.
My suggestion: either have the commit message form available at the top as well or just delete the top publish header so that there will be only the bottom one (I prefer the removal option).
