What does "a computer" refer to in this context? [CSS — Styling the Web - Styling boxes]

I’m not quite sure what “a computer” is referring to here. When people say a computer, it literally means a huge one that are in a lab or server center, I guess. But “a computer” here is followed by “tablet/other devices”, so I translated it into “laptop” in Japanese. Does that seem correct in this context?

Computer here refers to either a desktop computer (the huge stationary one, but not necessarily sitting in a lab or server center, could be at a home or office too) or a laptop computer. So the note just refers to any kind of computer/device the user is using.
