While verifying some German recordings I’ve found out that some are read out question marks and exclamation marks loudly. So is this correct? I’m assuming not. Can you please clarify and maybe even give a hint on the UI so that people records correctly?

You should not verbalize question marks, commas or any other type of punctuation. I agree with you, there is definitely a need for a detailed HowTo on the Common Voice site. This is nothing new, unfortunately. In the mean time, you can refer to the Discussion of new guidelines for recording validation here in this forum.
