On the data set page total hours for Georgian is 17. On the language tab - 19 hours. Shouldn’t these two numbers be the same? The 19 hours on the language page have been for a while now, before the 11.0 update.

Correct… This also happened to Turkish, where it stuck in 89 hours for a week, and it turned out less.
The more exact numbers are in the metadata repo of releases, the ones on the language page are approximations from average recording length from previous release. When your sentences get shorter or longer, the estimated duration can divert from reality.
