Is there a possibility to add a link to about:preferences#sync from the add-on options page? I have tried both and chrome.tabs.create, but none of them work. If it’s not possible, what page would you suggest to link to to explain the user, what is necessary to enable for syncing the add-on preferences?
You can’t directly link to or open privileged pages. The closest thing you get is that the user can drag the link into the tab bar.
What you can link to are for example the /firstrun/ pages:

It also contains a link to a page describing sync:
