Assessment wanted for Fundamental CSS comprehension

Well selected CSS rules and a hilarious animation. 
I have just one question:
What is the reasoning behind flex: minmax(1, 35rem);. I have only seen minmax() used with grids. Does it really have an effect on Flexboxes?
