hi, my TB version 91.4.0 on Linux Deepin. TB was downloaded as .tar.baz2 and put it in /usr/lib/thunderbird.
When i receive mails, TB let me type the password and then i chose “remember it in password manager”.
But this dialogbox will popup again later. Then i went to check the password in performance(password manager), there was no record.
And i try to set primary password, it said " can not set ".
When i went into TB troubleshoot mode, the password can be remembered, but after quit the mode, it gone. 
I don’t know why and need help, thanks a lot
