Firefox 127 and below will error if data_collection_permissions field is present in browser_specific_settings.gecko. That means ESR 115 (which is still supported for old versions of Windows). I’d recommend setting "strict_min_version": "128.0" in the "gecko" object in your manifest (docs).
You can also ask users to update their browser to at least 115.31.0 after December 9 - someone decided to keep the add-ons working and the error had a lower status.
The RC 1 of 31 security patch release has this fix in it and it may make it to the final version.
