English vs Spanish Theme versions marked as "duplicates"?

Hi,

We are wondering why our Spanish versions of English themes are being marked as duplicates? Sure, the theme background photo may be the same, but the language layered on top of the theme photos is clearly different, specifically made for our Spanish speaking users who would like to use the same themes as the English speaking users. Doesn’t seem fair to them.
