Our 3rd Heartbeat begins this week - here are some things I’m looking for help with.
If we have questions or suggestions, is it better form to reply on GitHub or should we use a Discourse topic? If the GitHub issues are used for tracking progress I don’t know if it would be like bugzilla where discussion will make the issues less useful!
I would say the following:

If it’s questions/suggestions about a specific project, how to plug in, or where it’s going, the GitHub issue makes sense.

If it’s to open a conversation about strategy, tactics, values, etc, either specific or overall, then probably a Discourse topic/thread.
But…let’s just try something and see where it goes. That’s the only way we’ll find out!

Ok, I will test by replying on GitHub, I can move to Discourse if it turns out to feel obstructive.
