How to change tab colour

Hi, does anyone know how to change the tab colour & transparency for the tab that isn’t selected, as shown below

This is the code for the theme, i’ve read the moz theme docs but I cant seem to find how to change it

Do you mean all tabs that aren’t selected, or just the new tab page?
