MCS Module Proposal - feedback and opinions needed!

MCS stands for Mozilla Community Sites, I started working on this back in the fall. As Community Ops doing more auditing and organizing of the communities we’re already hosting, we’re really feeling more and more need for something like a module. Especially for tracking ownership of resources, to start, but also as a better way to provide more support and expertise to communities running websites.

I wanted to get feedback from the Participation team, and if it’s well received the next step would be to take it to Governance.

Also note, this is a more polished draft, but it’s still a draft. The sub-modules, for example, besides Community Ops, are suggestions. Ideally different teams like those suggested would suggest sub-modules and fill out more details.
