if a country is sanctioning another country, does that affect the terms of the license?
Contributors and maintainers to a project from a sanctioned country would/could have to be removed or rewritten or stopped from further contributing or maintaining.
If the license was to be reworded in the sense that contributions from sanctioned countries could still be accepted as long as the contribution was in the public domain dedication (0BSD/CC0) its a loophole because then no legal contract forms.
