Hi, are you referring to Firefox 97 (beta)? Here is my understanding:
Starting in Firefox 97, the download flow is changing to a “Save First” flow unless another option was previously selection on the Settings/Preferences page.
Firefox 97 also will no longer launch files from the system TEMP folder, but instead save files in the user’s downloads folder.
