I have managed to pair a Hue bulb and dimmer. I see there isn’t a simple way to connect the two WRT to dimming. I am creating a set of rules to manage it, but am finding that the dim/brighten buttons trigger a 30% jump each time. This seems pretty extreme. Is the granularity of dimmer button set somewhere in a config file?

Have you added these devices via the Philips Hue add-on or the Zigbee add-on? Either way, please open an issue in the relevant repository:

A search reveals no uptake on this issue anywhere. Would love some guidance as to how to make a hue dimmer work in a reasonable way. setting multiple rules for thresholds is cumbersome and error-prone. Seems odd that there is no sense of a dimmer being connected to anything in a synchronized way.
