Cp310 binary release

please add binary release for python 3.10 = cp310

latest binary release is cp39 per https://pypi.org/project/deepspeech/#files

background:
apps like autosub need stt and deepspeech
stt is only available as cp310

wrong
there is stt-1.3.0-cp39-cp39-manylinux_2_24_x86_64.whl
so i can use python 3.9

ps: im posting here (not in github.com/mozilla/DeepSpeech) cos the almighty sylvestre banned me from github.com/mozilla for trying to help another user with sccache binary release. so yes, mozilla really really does have a problem with free speech (surprise surprise!)

please send a PR for that. Nobody is working anymore on the project.

i cant make a PR because im still banned

i would add “3.10” to python-version of build-python-Linux and test-py-Linux targets, and hope this will upload the release to pypi

        python-version: [3.6, 3.7, 3.8, 3.9]
