Hello,
I have built a new stumbler application for submitting data for cell towers, Wi-Fi access points and Bluetooth beacons to MLS. The application is still work-in-progress and might be a little rough around the edges, but I’ve successfully used it to send data to MLS.
The application is currently only available from GitHub: https://github.com/mjaakko/NeoStumbler

Retiring the Mozilla Location Service
The accuracy of Mozilla Location Service (MLS) has steadily declined. With no plans to restart the stumbler program or increase investments to MLS we have made the decision to retire the service.

Yes, the app can’t send data to MLS anymore. It’s still possible to export the data collected in the app to a .zip package.
If / when a new location service becomes available, I will add support for sending data there
