name for an addon or in general work on
the addon project page before releasing it?
Since one needs to select a file to upload
I would guess this isn’t possible in that
regard, though it would be possible to
use an empty placeholder addon…

rather natural I would this of this as a
sensible procedure, however I would
like to know if there is any problem
with this before I proceed.
As far as I know, add-on names are not required to be unique, only add-on IDs must be unique. So you can’t really hold the name for an add-on by uploading one.
No, it’s not possible to create add-on pages or reserve anything before the first version gets published.
As jscher2000 said above, the unique identifier of an add-on is its id. However, another unique part is the slug in the addons.mozilla.org URL (https://addons.mozilla.org/en-US/firefox/addon/[slug]/) as an URL can only point to a single add-on.
