Proposal: move Accessibility internals docs under /Mozilla/Tech

The “Accessibility” section of our docs (https://developer.mozilla.org/en-US/docs/Web/Accessibility) contains sections that seem to be about the Mozilla (Gecko) implementation of assistive technologies, not about the standards and browser-agnostic practices themselves.

This includes:

These pages are closely tied to internal Mozilla technologies, in particular XUL and XPCOM. So I’d like to suggest that we move these pages under https://developer.mozilla.org/en-US/docs/Mozilla/Tech and start treating them as internal Mozilla documentation.

Agreed on both of these. I would create a new page at https://developer.mozilla.org/docs/Mozilla/Tech/Accessibility with a brief paragraph explaining that the pages below are about how Firefox and Firefox-based applications implement accessibility blah blah blah, followed by a {{ListSubpages}} or similar, then put these articles as subpages of that.
