Is it possible to submit a new version of an addon for review but not have it published atuomatcically upon approval? We are looking to ship an addon change that needs to coordinate release with other channels; given the varying length of the review period, we’re looking for a way to submit for approval and release the approved version on our timeline.

There isn’t a way to hold an approved version and publish it on your own schedule. Once a version is approved on the public (listed) channel, it goes live.
What you can do is use both channels: upload the version to the private (unlisted) channel to get it reviewed, and separately upload it to the public channel when you are ready. Keep in mind that even if the private version is approved, the public one is a separate submission and may still be picked up for review, so I can’t promise the two will line up with your release date. There is no switch to turn a private version into a public one.
