Cookie-blocking not working in Firefox 104.0.2 for Mac

In Preferences > Privacy & Security > Exceptions - Cookies and Site Data, I have “http://google.com” and “https://google.com” listed as being blocked from setting cookies. Yet when I check cookies that have been recently set, I routinely (again and again, over many months) see google.com setting cookies. Same thing for youtube.com.

Is this a glitch?

It’s not just Google, I had the same problem with “https://panamarketing.ir” but I checked the box that says: "Delete cookies and site data when Firefox is closed " and the problem solved! So every time I close the Firefox, it automatically clear cookies. I guess there is no way to block a website cookie on Firefox!
