This is “intentional”, we display “non-visible” elements with limited syntax highlighting so that you can easily identify the visible elements in the tree.
However, since <style>, <meta>,… tags can never actually be rendered, maybe we should always apply syntax highlighting for those. I filed https://bugzilla.mozilla.org/show_bug.cgi?id=1800848, would be nice to collect some additional feedback but otherwise I think this makes sense.
